Government budget appropriations or outlays for research and development:

Appropriations for R&D increase

In the 2008 Government budget, appropriations for research and experimental development (R&D) directed towards higher education units and R&D funding authorities are estimated to increase by SEK 1.7 billion compared to the forecast from 2007.

The total increase amounts to SEK 890 million, mostly due to lower estimates for defence authorities compared to 2007. The total appropriations for R&D amounts to SEK 25 594 million.

If the 2008 appropriations are compared to 2007 using the price 2008 level, the increase amounts to SEK 303 million. The share of R&D in the budget is 3.3 percent, which also is an increase compared to 2007. For the past few years the share has been about 3.2 percent, but in 2008 it increases to 3.3 percent; this is the highest share since the budgetary year 1993/94.

A few large recipients
R&D appropriations are concentrated on a few large recipients. The largest group consists of higher education units, with appropriations for research and doctoral studies. These R&D appropriations amount to SEK 11.5 billion; an increase of about SEK 600 million.
The two largest R&D funding authorities, The Swedish Research Council and Vinnova, are increase their combined R&D appropriations by about SEK 1 billion. During 2008, their R&D appropriations amount to SEK 3 593 million and SEK 1 810 million, respectively.

Socioeconomic objectives
R&D appropriations are also divided among socioeconomic objectives. A full two thirds, SEK 17.1 billion, of the R&D in question has the objective "general advancement of knowledge". For example, all R&D performed within the higher education sector has this objective, together with a large part of the appropriations directed towards R&D funding authorities.
R&D with a "defence" objective amounts to a full SEK 3 billion, while R&D with a "mining, trade and industry" objective amounts to SEK 1.5 billion. No other R&D objectives receive more than SEK 1 billion.
