Financial statements from local government sector 2011:

Expenditures and net costs for municipalities and county councils are still rising

Municipal services involve a wide range of areas. The total expenditure for services in 2011 was SEK 516.8 billion compared with 500.1 billion in 2010. The services are financed primarily by municipal taxes that amounted to SEK 354.8 billion in 2011 (SEK 342.5 billion 2010). A smaller portion of expenditures are financed by revenues from the services, for example fees.

The county councils net expenditure was 229.6 billion in 2011. Net expenditure for health and medical care, exclusive of dental care, was SEK 203.6 billion in 2011. This is an increase of SEK 6.9 billion, 3.5 percent, compared to 2010.

Preschool activities and specialist somatic care rise most

The largest expenditures for municipalities were in Preschool activities, which amounted to SEK 72.5 billion in 2011 an increase of 5.7 percent since 2010.

The largest increase in net expenditure for the county councils was in specialised somatic care. The specialised somatic care which includes the closed hospital affiliated somatic care, increased by 3.9 percent or SEK 4.2 billion from the previous year.

Primary care expenditures increased by 3.0 percent, corresponding to SEK 1.0 billion between 2010 and 2011. Included in these expenditures are those for general primary care and emergency services as well as other primary care.

Definitions and explanations

Preschool and care of school-age children

Preschool activities are conducted in the form of preschool (daycare), family daycare units and supplementary preschool activities.  Care of school-age children is conducted in the form of leisure time centres, family daycare units and alternative leisure time centres.

Primary care

Healthcare and medical care activities without limitations concerning diseases, age or patient group that meet the needs of the population for basic medical treatment, healthcare, preventative measures and rehabilitation and not requiring the medical and technical resources of the hospital.
