Outcome of the fifth meeting of the Council Working Party on Statistics

On the fifth meeting of the Council Working Party on Statistics on 11 May 2023, Mr. Joakim Stymne, the Director General of Statistics Sweden led continued discussions on the proposal for a regulation for population and housing (ESOP).

The Working Party reviewed and discussed the first Presidency compromise text regarding articles 1-8, Annexes 1 and 2 and the Commission Proposal for annotations of the detailed topics.

The general view on the first compromise text was that the Member States acknowledged a progress which has been made regarding the proposal and were positive to the work that the Presidency had done so far. However, some concerns remain, especially regarding the implementation of the population base and whether deadlines for data transmission should be decided via implementing acts or whether it should be established in the Basic act. The Presidency will take note on the Member States comments which will be taken into consideration when drafting a second compromise text.

As usual, a short report on the state of play with other regulations where statistics is mentioned was given by the Presidency. Regarding the proposal to amend the environmental accounts modules, the deadline for amendments by the European Parliament has been postponed to 31st May. The Presidency is not expecting to begin the interinstitutional negotiations during the Swedish term.

With regard to the proposal for the revision of Regulation 223/2009 on European Statistics, the Commission organised an extra meeting of the ESSC on the 26th April, whereafter the Commission plans to adopt the proposal by the end of May.

The proposal on Health Data Space is currently being discussed in the Working Party on Public Health. With regard to the Net Zero Industry Act, it is being discussed in the working party on Competitiveness and Growth.
