1) The supplement for the private ownership group is a standard compensation for underestimation in the statistics regarding maintenance and administration. The underestimation is because these costs are not always presented separately or are assigned to a property, which is the data level of the private ownership group. The supplement comprises half of the difference between this cost for municipal housing companies and the private ownership group.
