In 2019, there were 2 918 publicly-owned enterprises, which is 32 more than in 2018. The largest increase was among state-owned enterprises, which increased by 17 enterprises in 2019. The number of municipally-owned enterprises increased by 15 and the number of region-owned enterprises was unchanged. Most of the enterprises, 89 percent, are limited companies. These are followed by foundations, which accounted for 6 percent of all enterprises.

Earnings for state-owned enterprises increased

Earnings for state-owned enterprises increased in 2019, due to a increase in financial income, turnover and other operating income. State-owned enterprises’ earnings increased from SEK 31.6 billion in 2018 to SEK 57 billion in 2019.

The balance sheet total for state-owned enterprises was SEK 2 261 billion in 2019, which is an increase of SEK 168 billion compared with 2018. On the liabilities side, long term liabilities, equity capital, and short term liabilities increased. On the assets side, long-term receivables, fixed assets, short-term receivables, and shares increased.

Return on equity increased by 5 percentage points and was 12.4 percent in 2019. This increase was due to higher profit after financial items compared with the previous year. The equity ratio increased by 0.8 percentage points and was 25 percent.

Earnings for municipally-owned enterprises decreased

Reported earnings for municipally-owned enterprises decreased by SEK 1.5 billion compared with 2018. Reported profit was SEK 14.6 billion in 2019.

The balance sheet total for municipally-owned enterprises was SEK 1 586 billion in 2019, up by SEK 72 billion compared with the previous year. On the liabilities side, long term liabilities, and short term liabilities increased, while provisions and equity capital decreased. On the assets side, fixed assets and long-term receivables increased, while short-term receivables decreased.

Return on equity was 6.3 percent in 2019, a minor decline of 0.5 percent compared with the previous year. The equity ratio decreased from 23.5 percent in 2018 to 21.9 percent in 2019.

Region-owned enterprises’ earnings increased

Reported earnings for region-owned enterprises increased by SEK 196 million compared with the previous year and amounted to SEK 597 million in 2019.

The balance sheet total was SEK 95.6 billion, which is a minor increase of SEK 4.6 billion compared with 2018.

Return on equity fell from 2.3 percent in 2018 to -0.5 percent in 2019. This decrease was due to lower profit after financial items compared with the previous year. The equity ratio was 17.6 percent in 2019, which is unchanged from the previous year.

Return on equity is calculated by dividing the profit after financial items with adjusted equity. Equity is equal to adjusted equity divided by total assets. Adjusted equity is equal to equity plus 72 percent of untaxed reserves.
