Terms of use

The following terms of use regulate use of MONA. MONA is a service provided by Statistics Sweden. These terms of use are an agreement between the user and Statistics Sweden.

The purpose of the terms of use is essentially to enhance the protection of data in MONA. Statistics Sweden has the right to terminate the access to MONA of any user who is in violation of the terms of use. Violating the terms could also affect any future decisions at Statistics Sweden on whether access to microdata should be granted to individual users or organisations.

A violation of these terms could also constitute unauthorised processing according to the General Data Protection Regulation (GDPR) and, when this occurs, a personal data incident shall be reported to the Swedish Authority for Privacy Protection. Under the GDPR, it is for example not permitted to provide unauthorised access to personal data, which could be the case if a user discloses login details to others. Neither is it permitted, under the GDPR, to transfer personal data outside of the EU/EEA to a third country that has not been approved by the European Commission. I agree to the following,

with regard to the handling of microdata,

a) not to copy or export microdata from the MONA system to another computer or storage device (media, cloud services, etc.). Microdata refers to non-aggregated data, which thereby refers to individual units, such as persons, enterprises, workplaces, schools, etc,
b) not to store microdata on my personal storage space (My Documents),
c) that I understand how microdata may be processed and that I may only use the data for the purposes for which there is a legal basis,
d) to process personal data only in accordance with an approved ethical review, if such a review has been carried out,
e) not to handle information classified as of importance to the national security of Sweden, in the MONA-system,

with regard to where MONA may be used,

f) to only use MONA in EU or EEA countries, or in third countries approved for transfer by the European Commission,
g) not to use a network connection (VPN) that sends traffic between my computer and MONA through a third country not approved for transfer,
h) to only use MONA from a device (e.g. computer, tablet or smartphone) that I have control and supervision over,
i) to only use MONA from a device that has the latest security updates and updated antivirus protection,
j) not to use MONA in public spaces such as cafés, trains, airplanes and other places where unauthorised persons could access information in MONA,

with regard to other use of MONA,

k) not to hand over a device connected to MONA to anyone else,
l) to ensure that the connection has been completely closed when leaving the device unattended,
m) not to show unauthorised persons my remote desktop in MONA,
n) not to try to circumvent set technical restrictions,
o) not to try to acquire authorisations that I should not have,
p) not to sabotage or perform any action that could jeopardise the operational reliability of the system,
q) to only submit files for inclusion in MONA that are necessary for the processing of data delivered in MONA,
r) not to submit files for inclusion in MONA that have illegal content or content that could jeopardise the operational reliability of the system,
s) that I accept that Statistics Sweden and the person responsible at my organisation may check my compliance with these terms of use,

with regard to the handling of login details and authentication application,

t) not to pass on login details received,
u) not to handle or store login details in such a way that another person may gain knowledge of them, such as on paper or in plaintext in a cloud service,
v) to inform Statistics Sweden immediately if I suspect that another person has gained knowledge of the login details I have been provided,
w) to inform Statistics Sweden immediately in the event that I have lost a device containing an authentication application or if I suspect misuse of the authentication application,
x) to inform MONA Support when I no longer have the right to use MONA, i.e. when my employment is terminated or I no longer need to use MONA,
y) to allow MONA Support access to my MONA account for troubleshooting, at my request,

If the responsible organisation is a government agency, I certify,

z) that I understand that the government agency is responsible for the data stored on the shared storage spaces of the projects and on the personal storage space (My Documents),
aa) that I understand that the government agency decides what to do with the data on the shared storage space of the project and on my personal storage space after my use of MONA has ceased.

 

In other respects, the Public Access to Information and Secrecy Act (2009:400) or provisions stipulated in confidentiality agreements between Statistics Sweden and the person to whom Statistics Sweden has disclosed data apply.

Statistics Sweden has the right to terminate your access to MONA if you violate the terms defined above. Violating the terms may also affect future decisions at Statistics Sweden on whether to disclose microdata to you or your organisation in future reviews.
