R&D expenditure concentrated in a few counties

Government sector expenditures for Research and Development (R&D) amounted to SEK 6.7 billion in 2011. This is a decrease of SEK 11 million compared to 2009. Civil government agencies accounted for the largest part of this decrease.
Central government agencies conducted 38 percent of R&D activities in the government sector, decreasing from 43 percent in 2009. Municipalities and local and regional R&D units combined conducted 4 percent of the R&D activities.

* ALF-resources (Agreement on Medical Training and Research) are also reported in the university and higher education sector. ALF-resources accounted for SEK 1 665 million in 2009 and SEK 1 591 million in 2011.
County councils accounted for a majority of the R&D activity expenditures in the government sector, with a total of SEK 3.9 billion. County councils with their own university hospitals account for the majority of these expenditures.
A large part of the R&D activities, 59 percent, in the government sector was directed toward healthcare. County councils accounted for the majority of this research. National defence R&D is fairly commonplace and accounted for 19 percent of the R&D activities in the government sector.
Government sector R&D activities were conducted throughout Sweden but there was a high concentration in the greater municipal counties and those counties with larger institutions of higher learning. The five counties with the highest R&D expenditures together accounted for 81 percent of the total R&D activities in the government sector. Most of the R&D activities were conducted in Stockholm County, with an amount corresponding to SEK 2.1 billion.
Definitions and explanations
Research and Development (R&D)
Research is systematic work to find new knowledge or ideas with or without the aim of a particular purpose. Development work is a systematic work that uses research results, scientific knowledge or new ideas to bring about new material, goods, services, processes, systems, methods or significant improvements of those that already exist.
Intramural R&D includes activities carried out in Sweden by the organisation's own personnel, or by consultants in an R&D project led by the organisation, in which the organisation's personnel have worked together with the consultants. Intramural R&D includes R&D commissioned by others.
ALF-resources
ALF (Agreement for Medical Training and Research) refers to an agreement on compensation that the central government pays to certain county councils to cover the majority of costs that clinical training and research incur. ALF resources are also reported in the Research and Development survey in the university and institution of higher learning sector. This survey will be published on 17 December 2012.
