Reduced R&D expenditures in the government sector

In 2015, government sector expenditures on intramural research and development (R&D) amounted to SEK 6.4 billion. This is a decrease of SEK 75 million compared with 2013. County councils accounted for the largest part - more than half - of intramural R&D expenditures in the government sector. R&D expenditures in county councils amounted to SEK 3.7 billion in 2015, which was an increase of SEK 44 million compared with 2013. Government agencies conducted 38 percent of R&D in the government sector, which is at the same level as in 2013. Municipalities and local and regional R&D units together conducted 5 percent of R&D activities in the government sector.

Fewer R&D activities with a focus on defence

Defence was the single largest focus of R&D activities within government agencies. Defence-related R&D activities accounted for 36 percent of total R&D expenditures in government agencies, compared with 40 percent in 2013. R&D expenditures in county councils were focused basically entirely on health and medical care. The main purpose of municipalities' intramural R&D was to promote teaching and social care, social environment and security. Intramural R&D in local and regional R&D units have a more concentrated purpose, as 73 percent was carried out with a focus on social care, social environment and security.

Most R&D in Stockholm County

R&D activities occur throughout the country although there is a concentration in the major cities and counties with major higher educational institution. in 2015, three counties accounted for 68 percent of total R&D expenditure in the government sector. The largest contributor was Stockholm County, with expenditures that amounted to SEK 2.2 million, followed by SEK1.1 million invested by Västra Götaland.

Increased R&D resources to universities and institutes of higher education

Government sector financing of other actors' R&D (outsourced R&D) amounted to SEK 17.3 billion in 2015, which is a decrease of SEK 183 million compared with 2013. A large part of R&D financing in the government sector goes to other public organisations. In the government sector, government agencies and public research foundations were the largest providers of R&D financing and accounted for 95 percent of total outsourced R&D resources in 2015. Recipients of resources disbursed by government agencies and public research foundations have been more or less unchanged for some time. Universities and institutes of higher education, which were allocated most money, received SEK 10 billion in 2015. This is an increase of SEK 337 million since 2013. Other recipients in Sweden, International organisations and Swedish enterprises received less resources.
