Increased borrowing in debt securities

At the end of November, total liabilities in debt securities amounted to SEK 9 345 billion, up by SEK 34 billion from October.

– The increase is primarily due to increased borrowing in money market instrumenst denominated in Swedish Crowns, with the government and Sveriges Riksbank accounting for the largest increase, says Beri Tekes, economist at Statistics Sweden.

Developments in November 2025 in brief

Increased liabilities in money market instruments and decreased liabilities in bonds

  • At the end of November, total liabilities in debt securities amounted to SEK 9 345 billion, of which bonds accounted for 80 percent and money market instruments accounted for 20 percent.
  • During the month, liabilities increased in money market instruments by SEK 57 billion and decreased in bonds by SEK 24 billion.
  • The liabilities denominated in Swedish Crowns increased by a total of SEK 65 billion, while it decreased in liabilities denominated in foreign currencies by SEK 31 billion.
  • The annual growth rate for total debt securities liabilities was -1.3 percent in November, an increase by 1.5 percentage points from October.

Increased borrowing by the government and Sveriges Riksbank in November

  • In November, the government (through Swedish National Debt Office) and Sveriges Riksbank accounted for the largest increase in debt securities, and increased their liabilities by SEK 70 and SEK 19 billion respectively.
  • On the other hand, monetary financial institutions and other financial institutions decreased their liabilities by SEK 26 billion respectively during the month.

Maturity structure

  • Debt securities valued at SEK 1 495 billion will reach maturity within six months, excluding certificates issued by Sveriges Riksbank. 60 percent of these are denominated in foreign currency.
  • Debt securities from monetary financial institutions accounted for 62 percent of the total maturity value within six months (excluding certificates issued by Sveriges Riksbank), of which the majority is issued in foreign currency.

Green debt securities

  • Green debt securities amounted to SEK 1 013 billion in November, up by SEK 10 billion from October.
  • Monetary financial institutions accounted for the largest increase during the month.
  • Monetary financial institutions are still the largest issuer of green debt securites, in total SEK 477 billion. However, local government issue the largest share of green debt securities in relation to their total outstanding amount (36 percent).
