Decrease in construction of new dwellings

According to preliminary figures, construction of roughly 35 200 dwellings began during the first three quarters of 2019. This is 10 percent lower than in the same period of 2018, when the construction of 39 200 dwellings was started.
Out of the started dwellings, approximately 27 800 are in multi-dwelling buildings, which is a 9 percent decrease compared with the same period in 2018. Preliminarily, about 57 percent of the dwellings started in 2019 were rented dwellings. In one-to-two dwelling buildings, construction of approximately 7 400 dwellings was started, down by 15 percent compared with the first three quarters of 2018.
In addition, conversion of multi-dwelling buildings resulted in approximately 2 200 dwellings during 2019, compared to 1 973 dwellings during 2018.
The 2019 figures for new construction have been adjusted upwards by 6 percent, which is the reporting lag for the equivalent period in the past year. The figures for conversion have been adjusted upwards by 34 percent.

Due to the time lag in reporting, the figures for the most recent year are underestimated. In the past year, this underestimation was about 6 percent.
Definitions and explanations
A dwelling refers to a room or a number of rooms intended for private habitation.
One- or two-dwelling building refers to detached one- or two-dwelling buildings as well as semi-detached, row and linked buildings.
Multi-dwelling building refers to buildings with three or more apartments, including balcony access housing.
Conversion refers to the difference between dwellings added and removed through conversion or changes in usage of multi-dwelling buildings.
