New construction of residential buildings in the first quarter of 2025

Preliminary figures show that construction of roughly 7 200 dwellings was started in new buildings during the first quarter of 2025. This is 7 percent down than in the same period last year.

Approximately 5 800 of new dwellings were located in multi-dwelling buildings, which is 10 percent less than in same period a year ago. Among one- or two-dwelling buildings the rate of construction increased compared to the same period in 2024; construction of 1 400 dwellings was started in the first quarter 2025, which is about six percent more than a year ago.

In addition, conversion of multi-dwelling buildings was begun in 250 dwellings in the first quarter of 2025, compared with 482 dwellings in the corresponding period in 2024.

The 2025 figures on new construction have been adjusted upwards by 10 percent, which is the average delay in the corresponding period in recent years. The 2025 figures on conversion have been adjusted upwards by 39 percent.

Definitions and explanations

dwelling refers to a flat designed to an appreciable proportion as a place of residence, irrespective of the type of building in which it is located. Dwellings in one- or two-dwelling buildings are therefore also defined as flats.

One-to-two dwelling buildings refer to detached one- or two-dwelling buildings as well as semi-detached houses, terraced houses and link attached houses (excluding holiday homes).

Multi-dwelling buildings refer to residential buildings with three or more apartments, including housing with balcony access.

Multi-dwelling buildings include special housing like housing for student, special housing for the elderly/disabled persons and other special housing.

Conversion refers to the difference between dwellings added and removed through conversion or changes in usage of multi-dwelling buildings.

Start usually refers to the initial date of starting clearance from the municipality; a more actual date for commencing construction work can be updated from the municipality.
