This report is an attempt to clarify and elaborate on how the unemployment measure used in the Labour Force Survey (LFS) relates to the underlying economic concept of unemployment and its operationalization in accordance with the conventions and recommendations of the International Labour Organization (ILO). The report addresses questions concerning why the measure is designed as it is, as well as how it can be interpreted and applied in practice.
