Public sector largest financier within health care, education and social services

The public sector provides most of the financing within health care, education and social services. This also applies to the portion that is carried out by privately run enterprises. Private enterprises within education are financed by public funds to a degree of 67 percent. Within health care the comparable figure is 62 percent. And within social services the level is 89 percent.

Purchases of services continue to rise

During 2012 the municipalities' purchases of services amounted to SEK 85 billion, while corresponding figures for the county councils was SEK 41 billion. Compared to the previous year this is an increase of 5 percent, both for the municipalities and the county councils.

Number of employees also increases

In 2012 the number of employees was 1.2 million, an increase of 23 000 employees or 2 percent compared to the previous year. The increase occurred in all sectors, but the greatest increase was in the private sector. The number of employees increased the most in the social services sector.

Differences in levels of education

Within education the municipalities have a greater proportion of employees with post-secondary education than the private enterprises, 69 percent compared with 60 percent. Within health care though, the proportion with post-secondary education is as high within the county councils as within the private enterprises, 70 percent. Within social services the municipalities have 27 percent with post-secondary education, while the private enterprises have a higher proportion, 29 percent.

Definitions and explanations

Municipalities' purchase of activities refers to activities and contracting where there is a contract or agreement equivalent with another producer, for activities which the municipality would otherwise have conducted by themselves. County councils' purchase of activities is similarly defined.
