The total municipal tax rate increases next year

The total municipal tax rate will increase on average next year and will amount to 32.37 percent.

Tax rate will increase in 13 municipalities and decrease in 23 municipalities

Of the 13 municipalities that choose to raise the municipal tax rate next year, it is in the two Halland municipalities Hylte and Laholm that the tax rate will be increased the most. There, residents will get an increase of SEK 1.0 and SEK 0.82 respectively. For residents of 23 municipalities, the tax will decrease. The biggest change will be in Österåker, whose tax rate will be decreased by SEK 0.30.

All but three regions will maintain regional tax rate next year

The regions of Örebro, Stockholm and Dalarna will raise their tax rates in 2024. Region Örebro raises the tax rate the most – by SEK 0.75. Other regions have unchanged tax rates compared to 2023.

Österåker municipality will continue to have the lowest total municipal tax rate in Sweden next year

The total municipal tax rate is the sum of the municipal tax rate and the regional tax rate. The national average is 32.37 percent. Österåker has had the country's lowest total tax rate six years in a row, and in 2024 it amounts to 28.98 percent. The residents of Degerfors have the highest total tax rate, where it amounts to 35.3 percent. The difference between the municipalities with the highest and lowest total municipal tax rate is thus SEK 6.32.

Tax base increased by 5.8 percent

The total national tax base, which is the sum of the taxable earned income, increased by 5.8 percent between the tax years 2021 and 2022. In all municipalities except Dorotea, the tax base increased between 2021 and 2022. In Dorotea, the tax base decreased by 0.65 percent. The municipality where the tax base increased the most between the years was Åre, whose tax base increased by almost 10 percent.

Funeral fee increases

In 2024, the uniform funeral fee will be SEK 0.251. The fee rate for all persons with registered residence in areas where the Church of Sweden is responsible for funeral activities amounts to SEK 0.277, which is an increase compared with 2023, when the fee was SEK 0.258. In Stockholm and Tranås, where the municipality is the principal, the fee rate in 2024 will be SEK 0.065 and SEK 0.26 respectively. For Stockholm it is unchanged and for Tranås it is an increase with SEK 0.01.

Definitions and explanations

The total municipal tax rate consists of a municipal and a regional tax rate. Tax base refers to the taxable earned income of physical persons in 2022, i.e. two years before the reference year. Tax capacity is defined as the tax base per inhabitant. The average national tax rate is calculated by weighing the total municipal tax rate with the tax base in each municipality.

Tax rates that are published in this statistical news release are based on data submitted to the Swedish Tax Agency by December 4th 2023. Any tax rates reported to the Swedish Tax Agency after this date are not included in this item of statistical news and will be published in January.
