Previous re-elections to the Municipal Councils

Four municipalities have for different reasons held re-elections to the municipal councils since the Election Review Board was introduced in 1975. In all of the re-elections except in Orsa 2003 the voting turnout decreased between 17 and 10 percent. In all cases the re-elections caused changes in the distribution of mandates.

On 15 May a re-election will be held to the county council in Västra Götaland and to the municipal council in the Northeast constituency in Örebro. After the Election Review Board was installed on 1 January 1975 up until the elections in 2006, there have been four re-elections to the municipal councils. In all the cases the re-elections were held in spring or early summer the year after the original election. The latest re-election was held in Orsa municipality in 2003. The re-elections before that were held in Borgholm and Åre municipalities in 1986 and in Hallsberg in 1980.

The re-election in Orsa 2003 is the only example with an increase in the voter turnout; it rose from 76 to 80 percent. The background to the re-election in Orsa was that representatives for Swedish senior citizen interest party (SPI) reported that early votes had not been counted, which could have granted the party a mandate in the council. The Election Review Board could not exclude the fact and announced re-election. SPI had good results in the re-election and got two mandates in the council. The Center Party also gained a seat in the re-election whilst the Moderate Party, the Liberal Party and the Social Democratic Party each lost a mandate.

In Borgholm municipality the voter turnout decreased by 17 percent in the re-election in 1986, which is the biggest decrease in any of the four re-elections. The number of voters dropped from 88 to 71 percent. The decision to have a re-election was based on that the local party Kommunens Bästa (Municipality’s Best) was not allowed to have their ballots in the voting station on the Election Day due to a recent name change. After the re-election Kommunens Bästa gained a mandate in the council. The Center Party, the Liberal Party and the Left Party also gained a seat in the council. At the same time the Moderate Party lost two seats and the Christian Democratic Party and the Social Democratic Party lost a mandate each.

The trend towards lower electoral participation in the re-election was also present in Åre in 1986 where it decreased from 87 to 77 percent. The reason for the re-election in Åre was based on the fact that the rural postmen in some cases did not attest that the persons entitled to vote actually were the persons who voted. This should have been done, and thus the votes were not valid. The Election Review Board could not exclude that this could have changed the election results. The biggest change was that the Center Party gained 3 mandates at the same time as the Moderate Party lost two mandates in the council. The Social Democratic Party also lost a mandate compared to the original elections.

In the re-election to the municipal council in Hallsberg the voter turnout dropped by 15 percent. The turnout in the re-election was 76 percent. In Hallsberg the decision to have a re-election was based on an appeal concerning that some representative voting was carried out wrongfully. Because it could not be excluded that this misdemeanour could affect the election results, re-elections were announced. There were quite small changes in Hallsberg compared to the original elections. Two parties lost a mandate each and two parties gained a mandate each.

Definitions and explanations

In the re-election in Orsa 2003 the electoral roll was updated before the re-election. In the previous re-elections the same electoral roll was used as in the original election.

There has been no previous re-election to the County Council.

The previous re-elections to the municipalities have been made for the municipality as a whole. The re-election in the Northeast constituency in Örebro is thereby the first re-election to one of many constituencies in a municipality.
