Many foreign born persons at persistent risk of poverty

In 2016, 14 percent of Sweden’s population was at risk of poverty. Among these, two thirds, or nine percent, were at persistent risk of poverty. This means that they were at risk of poverty in 2016 and during at least two of the three preceding years.

The percentage of people who were at persistent risk of poverty varies widely among different groups. Among single women with children, one in four were at persistent risk of poverty, while among cohabiting persons without children, the share was three percent. Among children 0–19 years and persons aged 65 years and older, the share was 11 percent.

Almost one in five foreign born persons were at risk of poverty, while among Swedish born persons, the share was seven percent.

Gainfully employed persons are seldom at persistent risk of poverty; the share in this group was two percent, while among persons not gainfully employed, such as students, unemployed persons and ill persons, one in four were at persistent risk of poverty.

In four municipalities - Danderyd, Täby, Nykvarn and Ekerö - the share was three percent or below. In one out of four municipalities, the share of those at persistent risk of poverty was more than 12 percent.

The percentage of persons at risk of poverty has remained stable in recent years.

Definitions and explanations

Persons at persistent risk of poverty refers to persons living in a household where the equivalised disposable income is below 60 percent of the national median during the reference year and during at least two out of the preceding three years. This is the same definition that Eurostat uses to calculate the persistent at-risk-of-poverty rate.
