Modes of Supply (MoS)

The survey on Modes of Supply aims to compile statistics on how services are provided internationally. The information to be provided by you is based on the data you submitted for the previous year (2025) in the survey Foreign trade in services, non-cross-border goods and current transfers, and concerns transactions between your Swedish unit and foreign units. The services are to be allocated across three different types of Modes of Supply in whole percentages. Estimates are acceptable. The questions concern only a number of service categories (“SCB codes”) where the link between the service and the type of Mode is not obvious. No country breakdown is required.

The survey is based on a sample of approximately 800 companies, organisations, and public-sector entities. The sample has been drawn using statistical methods. The survey is conducted by Statistics Sweden (SCB) as mandated by Regulation (EU) 2019/2152 of the European Parliament and of the Conciliation.

The questions relate only to a number of service items (“SCB codes”) where the link between the type of service and the Mode of Supply is not evident. No land distribution needs to be done.

Who uses the results, and how?

The statistics on the international provision of services by method of supply (Modes of Supply) are important for policymakers and trade negotiators, as they provide a better understanding of how and where services are supplied internationally. The internationally agreed framework for compiling and reporting statistics on international trade in services, the Manual on Statistics of International Trade in Services (MSITS), was jointly published by six international organisations (UN, IMF, Eurostat, WTO, OECD, UNCTAD). MSITS supports the WTO’s General Agreement on Trade in Services (GATS), which forms the basis for statistics on modes of supply.

Why do we have to participate?

You are required to provide this information under the Ordinance (2001:100) on Official Statistics and Statistics Sweden’s regulations (SCB‑FS 2025:10, amendment SCB‑FS 2025:16).

If Statistics Sweden does not receive the information, the company may be issued an order subject to a fine, meaning it could be required to pay a specified amount. Please note that the obligation to submit the information still applies even in such cases.

Consultation

Consultation has taken place with the Board of Swedish Industry and Commerce for Better Regulation (NNR).

How are submitted responses protected?

Information concerning individuals’ personal or economic circumstances is protected by confidentiality under Chapter 24, Section 8 of the Public Access to Information and Secrecy Act (2009:400). No individual organisation will be identifiable when results are published.
