New construction of dwellings in the first half of 2025

Preliminary figures show that construction of roughly 15 400 dwellings was started in new buildings during the first half of 2025. This is three percent up than in the same period last year when construction of 14 928 dwellings was started.

In the first half of 2025, construction of approximately 12 100 dwellings was started in multi-dwelling buildings, which is one percent down than in the same period in 2024. Preliminarily, about 71 percent of the dwellings started in 2025 were rented dwellings.

In one-to-two dwelling buildings, construction of 3 300 dwellings was started, which is 22 percent up than in the same period in 2024.

In addition, conversion of multi-dwelling buildings resulted in 750 dwellings in the first half of 2025, compared with 928 dwellings in the corresponding period in 2024.

The 2025 figures on new construction have been adjusted upwards by 14 percent, which was the time lag in the corresponding period last year. The 2025 figures on conversion have been adjusted upwards by 20 percent.

Definitions and explanations

dwelling refers to a flat designed to an appreciable proportion as a place of residence, irrespective of the type of building in which it is located. Dwellings in one- or two-dwelling buildings are therefore also defined as flats.

One-to-two dwelling buildings refer to detached one- or two-dwelling buildings as well as semi-detached houses, terraced houses and link attached houses (excluding holiday homes).

Multi-dwelling buildings refer to residential buildings with three or more apartments, including housing with balcony access.

Multi-dwelling buildings include special housing like housing for student, special housing for the elderly/disabled persons and other special housing.

Conversion refers to the difference between dwellings added and removed through conversion or changes in usage of multi-dwelling buildings.

Start usually refers to the initial date of starting clearance from the municipality; a more actual date for commencing construction work can be updated from the municipality.
