Construction of new dwellings in the first three quarters of 2025

Preliminary figures show that construction of 22 200 dwellings began in the first three quarters of 2025. This is 8 percent up than in the same period in 2024, when the construction of 20 511 dwellings was started.

Among the started dwellings, approximately 17 900 are in multi-dwelling buildings including special housing, which is 9 percent up than in the same period in 2024. Of these, 14 450 dwellings are in ordinary multi-dwelling buildings and 3 450 dwellings are in special housing. Preliminary figures show that about 72 percent of the dwellings started in 2025 were rented dwellings.

In one-to-two dwelling buildings, construction of approximately 4 300 dwellings was started, up by 5 percent compared with the first three quarters of 2024.

Conversion of multi-dwelling buildings also resulted in approximately 1 250 additional dwellings during the period, compared with 1 682 dwellings in the corresponding period in 2024.

The 2025 figures for new construction have been adjusted upwards by 8 percent, which is the reporting lag for the corresponding period in the past year. The figures for conversion have been adjusted upwards by 27 percent.

Definitions and explanations

A dwelling refers to a unit intended fully or to a significant extent for residential use, regardless of the type of building in which it is located. Therefore, residences in one- or two-dwelling buildings are defined as dwellings.

A one- or two-dwelling building refers to a detached one- or two-dwelling building, as well as semi-detached, terraced and linked buildings (excluding second homes).

A multi-dwelling building refers to a building with three or more dwellings, including balcony-access buildings.

Conversion refers to the difference between the number of dwellings added and the number eliminated in conversions or altered use.

Start usually refers to the initial date of starting clearance from the municipality; a more actual date for commencing construction work can be updated from the municipality.
