Nearly unchanged Construction Cost Index in April 2025

The Construction Cost Index for multi-dwelling buildings decreased by 0.2 percent in April 2025 compared to March 2025. The annual rate of change in the Construction Cost Index was -1.0 percent in April, compared to the corresponding month in 2024 (decreased by 0.4 percent in March 2025).

Changes in the last month

The Construction Cost Index for multi-dwelling buildings decreased by 0.2 percent between March 2025 and April 2025. This decrease was due to the fact that construction clients’ costs and contractors’ costs decreased by 0.7 percent and 0.1 percent respectively. These two groups account for 18 percent and 82 percent, respectively, of the Construction Cost Index.

Costs in the group ‘transport, fuel and electricity’ decreased by 1.7 percent. The cost of electricity and the cost of diesel oil decreased by 6.9 and 5.7 percent respectively. The cost of transport rose by 0.3 percent. Contractors’ overhead costs decreased by 0.3 percent while cost for wages and salaries rose by 0.2 percent. Costs for machinery remained unchanged.

Contractors’ costs for building materials were unchanged overall. Among the building material groups, the cost of wood products and woodwork rose the most, by 5.5 and 1.0 percent, respectively. At the same time the cost of other building materials, electrical materials and flooring materials fell by between 1.1 and 0.4 percent. The remaining material costs changed marginally or were unchanged between March and April 2025.

Construction clients’ costs consist of interest and credit costs, costs for plans, and central administration. All construction clients’ costs decreased slightly or was unchanged. 

Changes in the last year

The Construction Cost Index for multi-dwelling buildings decreased by 1.0 percent between April 2024 and April 2025. Contractors’ costs rose by 2.1 percent, which led to an upward contribution to the Construction Cost Index of 1.6 percentage points. Construction clients’ costs decreased by 11.3 percent, which led to a downward contribution to the Construction Cost Index of 2.6 percentage points. The decreased construction clients’ costs was due to lower interest costs, which decreased by 24.3 percent. The remaining construction clients’ costs increased by between 0.5 percent and 2.9 percent.

Contractors’ costs for wages and salaries and overhead costs increased by 3.4 percent and 0.7 percent respectively between April 2024 and April 2025. Contractors’ costs in the group ‘transport, fuel and electricity’ decreased by 5.0 percent. Within that group, the costs of electricity decreased by 11.8 percent and the cost of diesel oil decreased by 14.8 percent. The costs for machinery remained unchanged.

Contractors’ costs of building materials increased by 3.2 percent between April 2024 and April 2025. All costs in the building material groups rose except for the cost of electric materials, which decreased slightly. The costs of wood products and materials for painting increased the most, by 13.1 percent and 8.5 percent respectively.
